Microsoft patents method for streaming software, games

Anyone with a computer or a smartphone has likely streamed video at some point, whether it's been to watch the latest goofy self-help video on YouTube or to follow breaking news feeds from the other side of the world.

Now Microsoft wants to stream the software you use every day.

The Redmond software company was awarded a patent Thursday for technology that would allow people to use Microsoft?s software without having to download it onto whatever device they?re using.

The patent application describes a way to make software, such as Microsoft Word or a video game, available in pieces to the person using at that moment, and to predict what parts the person will want next.

?In order to make efficient use of finite transmission bandwidth, the platform attempts to predict which component(s) are likely to be used next, and then uses otherwise idle resources to download those components in advance of an actual request for their use,? the patent states.

While the patent application uses a video game as an example, it also states ?almost any software theoretically could be modularized in this fashion.?

The technology seems to rely on a user?s predictability. So, for example, if you use Word the way most people use Word, you?d be all set. But if you?re building macros and creating complicated tables, this might not be a good solution.

With Microsoft?s recent announcement that it has developed a tablet to compete with Apple?s iPad and Amazon?s Kindle Fire, it?s easy to see how a streaming software or gaming system could be appealing. It would take up far less space on a device with limited storage, but would be available as long as the user is connected to the internet.

And who?s not connected these days?

Officials said that thousands of Sri Lankan troops joined a massive clean up operation to eliminate mosquito-breeding grounds as part of a national effort to contain the dengue virus.

Soldiers removed garbage piles and helped clear blocked drains in public schools to fight dengue, which is spread by mosquitoes, after more than 75 deaths from the disease this year.

"The clean up operation began in schools with the help of the military," health ministry spokesman Dharma Wanninayake said. "The programme is being extended across the country in the coming days."

Official figures show that 15,000 people were infected with dengue in the first five months of this year compared to 10,300 in the corresponding period last year.

However, health officials say the numbers could be much higher because many sufferers are not counted or seek treatment from private hospitals.

Dengue fever causes severe flu-like symptoms and there are no specific medications available to treat the disease.

Most people recover within two weeks, but it can be fatal if it leads to haemorrhaging.

Using genetics, scientists have been able to dig up the dirt on why homegrown?tomatoes taste so much sweeter than the ones in the supermarket.

Researchers found a genetic switch responsible for some of the sugar production within a?tomato. A new study in Friday's edition of Science found that the common type of?tomato?bred for firmness and good shipping also inadvertently turns off the sugar-producing switch. That makes it less sweet and blander than garden varieties.

University of California Davis plant scientist Ann Powell said knowing the genetics behind the sugar-making could lead someday to development of sweeter?tomatoes?that also travel well.

Romania PM Wins EU Summit Battle With President :: Balkan Insight

Conceding defeat in the unseemly political row, President Traian Basescu said he had ?decided not to go at the European Council because I didn?t want to create an embarrassing moment for Romania.

"But it is important to say that after eight years in office, this was the first time that I was prevented from acting as President of Romania,? Basescu added.? He didn?t elaborate.

Basescu?s statement came just one hour before the start of an important meeting in Brussels, where heads of state or government of all EU member states were expected to discuss measures to promote growth in the crisis-hit eurozone.

In recent days, the President and Prime Minister were at loggerheads over who should represent Romania at June 28-29 EU meeting, with both claiming the right to go.

Prime Minister Victor Ponta left for Brussels on Thursday morning, after the Constitutional Court decided early this week that the President should represent Romania at the European Council.

But Ponta ignored the ruling, saying the Constitutional Court was biased, as most of the judges openly favoured the President.

Ponta also argued that the European Council agenda includes issues that needed to be addressed by the country?s government.

In recent years, Romania was represented at all EU summits by President Basescu, as the former Prime Minister, Emil Boc, willingly ceded that role to the President.

The European Council is a bi-annual meeting of heads of state or government of all EU member states, i.e. Prime Ministers or Presidents, as well as the President of the European Council and the President of the Commission.

Of the 27 members of the EU, only Cyprus, France and Romania are usually represented by their Presidents at European Councils.

The standoff over the Brussels summit is not the only issue dividing Basescu and Ponta. A new round in the fight between them began on Tuesday, when parliament passed legislation making it easier to impeach the President.

Meanwhile, the Prime Minister has accused President Basescu of being behind the plagiarism allegations that have been made against him.

S.Korea, Japan to sign first military pact: report

S.Korea: South Korea will soon sign a military agreement with Japan for the first time since Tokyo's brutal colonial rule ended in 1945, a report said Wednesday.

The pact -- named the General Security of Military Information Agreement (GSOMIA) -- calls for the two countries to exchange intelligence about North Korea and its nuclear and missile programmes, Yonhap news agency said.

It cited a government source for its information. A foreign ministry spokesman declined to comment.

Citing lingering anti-Japan hostility, South Korea last month suspended the signing of the agreement and of another military accord on sharing logistics excluding weapons and cooperating in peacekeeping operations abroad.

Seoul has decided to go ahead with the intelligence agreement while shelving the more sensitive logistics accord, which could allow Japan's troops to enter the South's territory in times of crisis, the report said.

"The two governments will officially sign the deal as early as this week, or sometime next week at the latest," the source told Yonhap, adding that Seoul's cabinet approved the move Tuesday.

"Japan has a lot of intelligence on North Korea and the GSOMIA with Japan will benefit us a lot."

The South had postponed discussion on the intelligence-sharing deal given its territorial dispute with Japan, the source said. The two countries are in contention over ownership of rocky islets in the Sea of Japan (East Sea).

But North Korea's long-range missile launch in April highlighted the need to swap information, Yonhap quoted an unidentified Seoul official as saying.
Many older people in South Korea still have bitter memories of Japan's 1910-45 colonial rule.

Tokyo has rejected Seoul's proposal for talks on compensation for Korean women used by Japan as military sex slaves during World War II.

Report: Missing oil tycoon's wife had sought divorce

The wife of missing Florida oil tycoon Guma Aguiar told him she wanted a divorce just hours before he disappeared, his mother's lawyer told ABCNews.com.

Aguiar's disappearance has triggered a fight for control of his nearly $100 million dollar estate between his mother and his wife. His mother, Ellen Aguiar, said she believes her son may have been in a delusional state or suffering from psychosis, according to court records. She filed an emergency petition while rescuers were still searching for Aguiar's body last week. She amended that petition Monday, asking that a bank take control because it is a neutral third party, her attorney Ilene Lieberman said.

Aguiar's wife, Jamie Aguiar, filed counter documents Monday, seeking control of the estate, ABCNews.com reported.

"An hour before he got on his boat, the wife told Guma she wanted a divorce," attorney Richard Baron told ABCNews.com. "I'm of the belief that that's what pushed him over the deep end. He loved his wife. He did not want a divorce."

The AP reported Aguiar's wife filed a domestic violence order against him last summer. A short time later, Aguiar filed for dissolution of marriage, but both were voluntarily dismissed, according to court documents.

"I'm hoping he's alive," Baron told ABCNews.com. "I'm hoping he does get divorced. She's shown her true colors."

According to ABC, Aguiar's estate includes $65 million in bank assets, $35 million in Israeli real estate, the family's $5 million Florida home, seven cars and a yacht valued at more than $3 million.

Court documents filed by Ellen Aguiar's attorneys claim Aguiar's property is in "imminent danger" of being "wasted, misappropriated, or lost" by his wife, ABCNews.com reported, unless immediate action is taken to preserve the status quo.

Friends of Aguiar said Monday he'd been spiraling out of control for years, and seemed troubled and confused shortly before he disappeared as he sought treatment for severe bipolar disorder.

Police in South Florida are looking for clues to what happened to a millionaire who disappeared after leaving his home aboard his yacht "Alone," which was discovered the following morning with its lights on an engine running. NBC's Gabe Gutierrez reports.

New surveillance video from a South Florida port shows 35-year-old Aguiar steering his boat into rough seas less than half an hour after leaving his home. It is the last known image of the man whose boat washed ashore last week without him.

"I just stare at those pictures of him on that boat and can't help but be struck by the symbolism of him on a vessel by himself in rocky seas, fighting a world that he probably felt like was crashing down on him," said Wes Shelton, a close family friend who said Aguiar was troubled in the months before his disappearance.

Aguiar made a fortune in 2006 when the Texas-based energy company he ran with his uncle was sold for a reported $2.5 billion. But he has been locked in a contentious legal battle with his uncle, Thomas Kaplan, over money. A phone call to Kaplan's attorney was not immediately returned Monday.


Police called off their search Thursday night. There was no blood on the vessel and no evidence of foul play. Police have been reviewing the boat's GPS and Aguiar's cell phone, which was on the boat when it washed ashore with its engines still running Wednesday.

His wife Jamie has declined interview requests. They have four children who range in age from 10 months to 7 years.

Shelton said he knew of no significant emotional triggers just before Aguiar's disappearance but that he'd struggled for years with his mental health. Aguiar had been admitted to psychiatric hospitals several times.

"The lawsuits were taking a major toll on him. Emotionally. Mentally. He was completely spent," said Bob Denison, a 35-year-old yacht broker who met Aguiar in high school.

Aguiar knew nothing of the oil and gas business when the company he started with his uncle while in his mid-20s struck oil.

"That was his compulsion, that was his obsession. He spent morning, noon and night trying to build that company," said Shelton, who also worked at the company for a time.

But even after selling the company, for which he reportedly received more than $200 million, Aguiar struggled to find happiness. He took a Colorado ski trip with friends shortly after the sale. But while everyone else was relaxing, Aguiar was on his computer working.

"He used to ask me all the time, 'help me decompress, help me relax,'" Shelton said. "I didn't even know what that meant."

Aguiar donated millions to a foundation that helps Jews move to Israel. Denison said Aguiar also liked to give when no one was looking "reaching out to the guy sleeping on the bus stop, finding a friend a job on the brink of hopelessness."

Aguiar, whose mother is Jewish, was raised Christian but converted to Judaism about a decade ago. He became well-known in Israel after his $4 million investment saved the Israeli Premier League soccer team Beitar Jerusalem a few years ago.

But in Israel, he didn't know who to trust and felt he was only embraced because of his money, friends said.

"He had a lot of hurt and had a lot of regret due to what happened over there," Shelton said, but declined to elaborate.

He pleaded no contest to drug charges in 2009 after deputies said they found marijuana in his Bentley during a traffic stop in South Florida. His family checked him into a psychiatric hospital in Tel Aviv in roughly a year later after he claimed he entered the Gaza Strip and met with an Israeli soldier held there by Hamas militants.

Life seemed to be turning around this year, according to friends. Aguiar was seeking treatment for bipolar disorder and was spending more time with his family, fishing and attending soccer games. Not long before his disappearance, the family vacationed in the Florida Keys. Friends said Jamie Aguiar desperately tried to create a peaceful home life for her husband and wasn't interested in big houses or cars. They married in 2006 before he made his fortune.

"That was all Jamie wanted for him," said Shelton. "I think Jamie was really hopeful that the old Guma would come back."

Still, friends sensed that Aguiar wasn't at peace.

"He wasn't doing well. Guma was deeply burdened by the lawsuits he was fighting. I don't think I've ever heard him so confused," Denison said of his last conversation with Aguiar a few weeks ago.

4 Suggestions for Halting the Lethality of Cancer

I had a very strange week. While in Washington, D.C., writing news releases, for the Model Organisms to Human Biology: Cancer Genetics meeting sponsored by the Genetics Society of America, I had left, back home in upstate New York, my dear hospice patient. Ruth was nearing the end of her battle with liver cancer. It was jarring to go from holding her hand to listening to litanies of deranged signal transduction pathways and cascades of mutations that cause the damn diseases.

I?ve been Ruth?s hospice volunteer for 4 months, visiting her in a nursing home. Age 85 and fiercely intelligent, she refused a surgery that she knew she would likely not awaken from. So she decided to let nature take its course. Until about 3 weeks ago, it was easy to pretend she wasn?t really sick, she was so vibrant, chatty, and eager to talk about books and films and what was happening in the world. But then, suddenly, she couldn?t find the words for things. It escalated quickly. And we both knew that the large tumor in her abdomen had sent seeds of itself upward, into her brain. At least I was able to show her in my anatomy and physiology textbook that her Wernicke?s area was affected, the speech center in her cerebral cortex, and not anything vital. Yet.

So on June 17, at the opening keynote talk at the Model Organisms meeting, I felt a stab when Bert Vogelstein said, ?about 3,000 resistant cells are present in every visible metastasis.? Dr. Vogelstein, whose name is practically synonymous with ?genes behind colon cancer,? is director of the Ludwig Center at Johns Hopkins University and Investigator, Howard Hughes Medical Institute. He?d just shown two photos from a recent study of a melanoma patient before and soon after a new treatment: the lesions spotting his body had vanished. But after the 3,000-cell comment, Dr. Vogelstein put up a third slide ? the man?s skin tumors were back. And it had taken mere months.

I thought of Ruth, and the trajectory that her cancer cells had taken from her liver to her brain.

Dr. Vogelstein continued, ?Metastasis is a fait accompli. All we?re doing is killing the tumors that don?t have resistant cells. It is a side effect of the evolution of cancer,? referring to the genetic changes that drive a cancer to invade and then spread.

If even the tiniest secondary tumor harbors thousands of cells protecting it from the drugs we throw at it, what?s a cancer patient to do? Dr. Vogelstein had two suggestions: treat when the tumor is small and less likely to have acquired mutations in resistance genes, or use combinations of agents. ?The chance that a single cell in a metastasis has 2 genes mutant that can confer resistance is exponentially less than they?d have one,? he said, adding that using combinations of treatments is nothing new.

One in three of us has had or will have cancer. I lost both parents to cancer, and had it myself. I think about it a lot.

If Dr. Vogelstein?s message could be summed up in one word, it would be FRUSTRATION. So here are 4 things to prevent cancer, catch it early, or keep it from spreading. The first three are so oft-stated and so obvious and time-tested I won?t even link to anything:

1. Stay away from the obvious triggers, if you can. Smoke. Sun. Pollution.

2. Eat mostly vegetables, limiting saturated fats and simple carbs.

3. Exercise.

4. Stay ahead of your doctors. Don?t get medical information from a 2-minute story on the evening news, a 10-minute visit with a health care practitioner, or blogs that repeat information (even news releases) without linking to original, peer-reviewed sources.

Medical journals run editorials, summaries, and abstracts for those who don?t want to plow through jargony, stat-studded articles. Thanks to reading back-to-back studies in the New England Journal of Medicine, in March 2009, someone close to me chose active surveillance instead of surgery for prostate cancer. Although the news that PSA screening has led to overtreatment flitted in and out of the media, and the two investigations evaluated 258,693 men, it took THREE YEARS for the PSA test to be declared useless as a screening test for prostate cancer. I wonder how many unnecessary surgeries happened in the interim. (These findings may seem to contradict what I said above about metastasis, but they point to the fact that different types of cancer, and different subtypes, have different tendencies to metastasize. And many prostate cancers wouldn?t do so within a normal human lifespan.)

A final word: if you do everything right, and still get cancer, don?t feel guilty. Blame biology. For cancer is a consequence of being many-celled, of living longer, and of the inherent changeability of our DNA.

(Taken from my thesis ?Mobile Behavior as a Behavioral Object of Conditio Humana?)?Let us consider some of the effects of the use of the mobile phone on our society. Just walk in a street of a town, wait at a bus stop, sit in a train or wait for a plain to board: big chance what you will see (and hear) is people staring at handheld mobile phones, not necessarily talking in the phone, as many of those devices also function as very small communication computing devices. According to Benson, ?this major change in human behaviour has come about within a remarkably short time, but its implications need to be considered. Many people have willingly taken this option of continuous communication; and many more have been forced to accept it as a condition of their employment? (Benson 2011). And, to be constantly available, for instance in work-related issues, make the employee find himself in a changed role since the days before the breakthrough of the mobile phone; there is no excuse anymore not to be addressable at any given moment during the twenty four hours of a day. ?Even while making a meal at home, or travelling on the bus, one might be interrupted by a business call? (Benson, 2011).

It is a common sight in Dutch cities to see young girls, in the age scope of, say, 15 to 25, walking in a more or less hastened tempo, fiercely avoiding eye contact with their surroundings. In their hands they all carry a Blackberry and while on their path, they very regularly watch their Blackberry with a facial expression that suggests the expectation of a very, very important telephone call. Observing this particular group of female adolescents one may very well distinguish more communality in the group?s nones. If not inspecting their communication artifact, he girls all carry their Blackberry well in range of the observers? scope. Skeptics may add extra artifacts to visualize the group. Our girls mainly have long blond and slick hair. Their feet are covered in elephant-shaped booties with a brand name that stands for ugly. When less than, give or take 18?C, they may wear one specific brand of coat of the type that has a fur brim at the hood. When moving from one place to another, the girls drive a certain brand of, preferably, custom made motor scooter of Italian make. Commonly, the girls are observed to be of ethnic Dutch origins and in many cases, they belong to milieus of middle to higher social status.
In recent years, we have observed a rather interesting movement, a true example of what we may call an attempt of social mobility; an interesting case as it deals also with the mobile device; Blackberry and other peer group-connoted artifacts (such as specific brands of bags and baseball caps, apparels and garments, perfumes and accessories).
The movement is observed in groups of ethnic minorities, mainly of Moroccan and Turkish descent. Adolescents in these groups are of third and fourth generation and socio-political discourse claims a concern regarding the perception of identity of these people; it is currently a popular believe in The Netherlands that these people perceive themselves as neither true Moroccan (or Turkish) in a cultural sense of the word, nor do they feel truly Dutch. In this context it is relevant to mention that vast majorities in these ethnical minorities are of lower social status milieus.
One observation in this context is that groups of Moroccan adolescent girls ?dress up? not only as their all-Dutch peers but also even exaggerate the outfitting and the associated behavior.
Obviously some of the behavior may be explained in the context of general adolescent behavior, regardless of culture. Otherwise one may argue that certain behavior is due to the desire to move from a certain sphere an ethnical adolescent find herself in (or himself for that matter) to a socially higher appreciated sphere.

In the context of (social) mobility, Blackberry appears to be an important artifact for adolescent groups in terms of ?growing up? and intergenerational social mobility, at least in The Netherlands although one may question the true relevance when observing the mobile OS (Mobile Operating System) statistics in the region; it is clear that Blackberry has only limited market share with Apple?s iOS and Google?s Android as supreme market owners currently.
An interesting question rises: what makes Blackberry specifically so interesting for these groups of users? An article in Het Parool dating 10 April 2010 may bear some answers.
Amongst adolescents in Amsterdam, Blackberry, especially business-type devices of the brand were most popular, even exceeding iPhone. According to a spokeswoman of KPN?s youth brand Hi, Ping with which one can send and receive free of charge messages unlimitedly, was the magic application that did it all. Back in 2010, Ping was a Blackberry-specific application; if one would want to ping, one needed a Blackberry. According to the spokeswoman, this fact explained the business success.
However, since 2010, Blackberry has met some troublesome market challenges. Strangely enough, expected sales of Blackberry amongst adolescents in The Netherlands apparently still seem significant .

Ethnicity might thus be understood as a status marker that differentiates between groups and individuals. As we have mentioned above, immigrants and ethnic minorities often belong to the most deprivileged socioeconomic categories in the societies where they live. It might though be hard to tell how much of an immigrant?s disadvantage that springs from him or her being labeled as different in terms of ethnicity, and how much is related to his or her class position, a class position that often changes through migration as such: downward mobility from the position in the country of origin to the country of settlement is common (Portes and Zhou, 1993). When disadvantage in terms of lacking opportunities to upward mobility is reproduced in the second and even third generation, it is even more likely that discrimination is involved. In this way, ?symbolic? distinctions between ethnicities come to have concrete socioeconomic consequences for those who are shut out from good job opportunities because of factors such as their names or looks. Once again, the categories of class and ethnicity are often entwined .

The exceptional popularity of the cell phone among youth can be linked back to their need for an individual identity, maintenance of friendship networks, and emancipation from family ties. Moreover, as Geser (2004) points out, without possessing fixed addresses and stationary resources, cell phone connection is the only thing that anchors them to the society. Ling (2002) states that the use of the cell phone helps define adolescents vis-?-vis older generations. Its real impact is in terms of its ability to define adolescents? identity. The ?emancipation? of adolescents from their parents is a contributing factor to the formation of their identity. H?flich & R?ssler (2002) state that adolescents in order to challenge the social world of adults and to show resistance to it, thereby strengthening a subculture as well as constructing an identity, sometimes use the obtrusiveness of cell phones in a provocative manner. Besides the emancipation from adults and maintenance of friendship networks, cell phones contribute to identity assertion by being highly personal devices, with a vast scope for further personalization. Pertierra (2005) reports the sentiment that the cell phone as a personal device is a style statement .

The question of whether the cell phone is seen as a symbol of status within the adolescent subculture has been dealt with in a number of studies. The unexpected rate at which cell phone technology has been developed and adopted has made it a very popular phenomenon, and as such it is no longer associated with prestige, as was the case only a few years ago (H?flich & R?ssler, 2002; Lorente, 2002). However, some studies indicate that the cell phone might in some ways still be a source of social prestige. For instance, the cell phone might act as the barometer of an adolescent?s social life in the amount of messages and calls he or she receives, thereby contributing to aspects of social prestige (Lobet- Maris & Henin, 2002, p. 110). Likewise, a significant percentage of adolescents in Finland who did not have a cell phone reported feeling left out of social interactions and sometimes felt pressured by friends to get a cell phone (Ling, 2004) .

?Wireless communication is changing the way people work, live, love and relate to places?and each other?, says Andreas Kluth In The Economist;s Special Report on Mobility . Urban nomads have started appearing only in the past few years. According to Kluth, modern nomads have a lot in common with their ancestors in the desert; nomads carry only what the need stricktly to survive during their travels. All the rest can be gathered at oases or other ? temporary ? dwellings. Modern nomads do not carry paper. They have all their documents in their laptop or, better, somewhere in the cloud. Kluth furthermore enlightens us on the fact that e.g. Google executives travel only with their iPhone and a Blackberry: ?if ever the need arises for a large keyboard and some earnest typing, they sit down in front of the nearest available computer anywhere in the world, open its web browser and access all their documents online? (Economist 2008).

Like their antecedents in the desert, they are defined not by what they carry but by what they leave behind, knowing that the environment will provide it. Thus, Bedouins do not carry their own water, because they know where the oases are. Modern nomads carry almost no paper because they access their documents on their laptop computers, mobile phones or online. Increasingly, they don?t even bring laptops. Many engineers at Google, the leading Internet company and a magnet for nomads, travel with only a BlackBerry, iPhone or other ?smart phone

The escalating violence undermined a shaky truce brokered by Egypt on Wednesday, which sought to calm the latest flare-up in fighting that began on Monday when an Israeli man and two gunmen were killed in a raid launched from Egypt's Sinai desert.

One of the victims was a Palestinian man killed in an Israeli air strike which targeted a motorcycle near a building in Gaza City, Hamas medical officials said. Ten other people were wounded in that attack.

In an earlier strike, a Palestinian militant from a pro-al Qaeda Salafist group was killed in northern Gaza, the officials said. Israel confirmed both strikes, but denied a report a six-year-old Palestinian boy had died in a separate air strike.

The Israeli strikes followed the fiercest rocket attacks on its territory in six days of fighting. Shrapnel from a rocket fired into the Israeli town of Sderot wounded an Israeli man in the neck just as he was trying to enter a concrete shelter.

After a relatively calm period, more than 150 rockets have been fired into Israel in the past week, the military said.

At least 15 rockets were fired at Israel on Saturday, nearly three times as many as the previous day, and at least six others were intercepted by the Israeli missile defence system, the military said.

Israel's military chiefs scheduled urgent consultations to weigh a "course of action", a military spokeswoman said. Israeli authorities also urged the roughly one million Israelis who live in the south to stay indoors or close to fortified shelters.

"Israel cannot be silent in the face of the recent days' events," Civil Defence Minister Matan Vilnai said in remarks released by his office.

"We regard Hamas as fully responsible for everything that is happening in the Gaza area. Israel is acting, and will continue to act, with a strong hand against those terrorists who want to escalate the situation in the area," Vilnai said.?

Hamas Vows to 'Smash' Israel?

Hamas's military wing, which had not claimed responsibility for any of the rocket fire in the past few days, said it was "ready to smash the Israeli arrogance in response to its aggression".

Hamas medical officials said a six-year-old Palestinian boy had been killed in an air strike and a that a baby had been hurt in a separate strike near the Egyptian border.

Israel denied involvement in hurting either of the children.

Lieutenant Colonel Avital Leibovich, an Israeli military spokeswoman, said on Twitter that the report of Israeli responsibility for the death of the six-year-old was the result of "false rumours" and that the boy had died due to an explosion of ordnance belonging to Palestinian militants.

Another Israeli military spokeswoman said she had no report of any air strikes in Rafah, where the baby was reported to have been hurt.

Israel confirmed its aircraft had struck three militant targets in Gaza in at least two predawn raids.

Nobody in Gaza claimed responsibility for firing rockets at Israel, but a security source said the missiles had been launched by members of the Salafi, two of whose militants were killed in Israeli raids on Friday.

Israel blamed the Salafis for Monday's cross-border raid from Egypt, after which Israel launched punitive air strikes on nearby Gaza, killing 11 Palestinians, many of them militants but also a 14-year-old boy.

Hamas militants had conditionally pledged to adhere to the truce brokered by Egypt if Israel also held fire. Israel never formally commented on the deal but its officials had pledged to respond to any rocket fire from Gaza.

Cairo has brokered such deals in the past and stepped in this time fearing the violence, which coincided with a keenly contested presidential race in Egypt, could spiral out of control.

When he ran for governor of Michigan in 2010, Republican Rick Snyder campaigned, somewhat tongue-in-cheek, as ?One Tough Nerd.? Now, in his second year in office, the squeaky-voiced former Gateway Computer chairman and venture capitalist is flexing his muscles in a high-stakes clash with an 85-year-old billionaire.

Snyder?s nemesis is Manuel ?Matty? Moroun, a trucking and logistics magnate who operates his $1.5 billion empire out of a converted elementary school in a working-class suburb of Detroit. Moroun also happens to control the Ambassador Bridge connecting Detroit and Windsor, Ont., the most lucrative border crossing between the United States and Canada. It carries 8,000 trucks a day and $120 billion worth of goods a year. Snyder wants to build a second bridge a couple of miles away to relieve bottlenecks, expand trade and provide an alternative crossing in case of a catastrophe. He?s also pitching the public-private bridge as a jobs creator in a state that desperately needs them.

Not surprisingly, Moroun objects. He doesn?t want to see any change that would threaten his $100 million annual revenue stream. If anybody?s going to build a new bridge, he wants to do it, right next to his existing one. But the people of Windsor are fed up by truck traffic on their local streets, and so far he?s been unable to obtain the necessary Canadian permits.

Moroun is a fighter, though. Until now, he has managed to fend off the threat of competition with a barrage of lawsuits, TV ads and political contributions to Michigan legislators and key members of Congress. He?s spent at least $5 million on political-style attack ads and mailings crafted by advisers that include Fox TV commentator Dick Morris and Americans for Prosperity, the free-market advocacy group founded by billionaire industrialists Charles and David Koch. He?s bought political influence as well, through family contributions of at least $776,000 to lawmakers since 2009. Most notable was a $100,000 contribution his son, Matthew, gave to the Michigan Republican Party last fall, one month before the bridge proposal died in a committee of the GOP-controlled state Senate.

Now Moroun, famous for protecting his own interests, has suddenly gone populist. He?s bankrolling a petition drive to amend the Michigan Constitution so that any new bridge or tunnel to Canada would require a statewide vote. On Thursday, a group called The People Should Decide said it had collected more than enough signatures to get the referendum on the Nov. 6 ballot. ?This question will be put on the ballot as to who will decide the border issue in Michigan: A bureaucrat or the people,? said the group?s director, Mickey Blashfield, who is also head of government relations for Moroun?s bridge company.

But the Nerd governor isn?t backing down either. ?This is a case where you had one special interest that essentially had a near monopoly on a situation making a lot of money at other people?s expense now spending that money doing misleading ads,? Snyder told me in an interview. ?That?s not a good way to run things. It?s important that one special interest shouldn?t override the interests of millions of citizens.?

He has apparently been reading up on state law and thinks he already has authority to build the bridge without the Legislature?s approval or a public vote. Invoking something called the Urban Cooperation Act of 1967, Snyder last week announced an ?inter-local agreement? between Michigan and Canada?basically, a deal between two government bodies to create a jointly controlled entity. In this case, the state of Michigan and the government of Canada agreed to create an International Authority, consisting of three appointees each, to oversee the design, construction, operation and maintenance of a new bridge.

Michigan is too broke to pay for a $1 billion bridge, however. Yet Snyder, aware of Canada?s hatred for Moroun and its desire to advance its own economy, was able to negotiate a sweetheart deal: Canada will advance Michigan?s $550 million share, including land acquisition, new roads and part of the cost of a U.S. Customs inspection plaza, and will keep all the tolls collected until the debt is paid back. As gravy, that $550 million can be used to qualify for U.S. federal matching grants for road projects statewide. Snyder insists Michigan will pay nothing but will get 10,000 construction jobs, better roads and an opportunity for long-term growth.

At an appearance Thursday, the governor said he doesn?t believe the referendum will delay the bridge project. ?We shouldn?t wait. We have more and better jobs needed in Michigan, and we?re moving forward. We have a great agreement with Canada.?

Microsoft Dividend, Mexican Debt: Today's Hunt For Income Turns Investors Into Globetrotters

Remember what grandma?s basket of goodies used to look like?

Her portfolio, that is. What she planned to live on during her declining years. In the past, that probably meant a smattering of U.S. government bonds, perhaps some dividend-paying stocks.

Today, that wouldn?t keep a household going for long. A slow American recovery, along with Europe?s problems and a permeating sense of worry means greater interest in income-building assets. In turn, that means lower yields, and in some cases, a money-losing investment on government bonds. That means raised eyebrows over companies? ability to shell out steady cash. And that means the S&P 500?s dividend yield is near 2%, about a third of its 10-year average.

Gran needs to go global. These days, it?s as much about Mexican debt as Microsoft?s dividend.

That?s how PIMCO?s Curtis Mewbourne sees things. I recently caught up with Mewbourne, to determine where the fixed-income money man expects the greatest returns in this topsy-turvy world. Serving as both a portfolio manager and on PIMCO?s investment committee, Mewbourne possess a fine-tuned outlook. Edited excerpts from our conversation:

FORBES: What?s confronting income-oriented investors today?

Mewbourne: The changes in the global financial market mean that some asset classes and some securities are changing, and their use in a portfolio is changing, too. Five years ago, a European saving for his child?s education would have sensibly said, I want steady returns, so I?ll invest in European government bonds. Fast forward to today, just a few years later, and you may have a very different opinion on those investments. You?re looking at losing some of your principal and questioning the steadiness of that income.

Another matter: central banks around the world have reduced interest rates to incredibly low levels. That caused a distortion of the prices and yields from government bonds. In Europe, the U.S. and Japan, government bonds can yield less than inflation. You?re getting negative returns?you?re losing money buying those bonds.

Should a portfolio be concentrated in one area?a place with more perceived safety, perhaps?

We?re basically trying to broaden our opportunity set and trying to have more smaller exposures to more areas. It?s not so much about any one broad market. It?s more how many different opportunities you can find.

Duff, 24, has been open about breastfeeding her little boy since his arrival, which likely contributed to most of the backlash over the smoking pic.

Sony is pumping 80 billion yen ($994 million) into its Nagasaki Technology Center, the home of its innovative stacked CMOS. Unlike traditional versions, the image sensor and circuit are mounted on top of one another, rather than side-by-side across a supporting substrate. The tweak means it shaves valuable millimeters from its body while producing far clearer images and, best of all, HDR Video. With the investment (and some Government subsidy) the company aims to pump out 60,000 wafers per month by the end of 2013. Given that both Samsung and Apple both use Sony's imaging equipment in their flagships, we can hope that the 13-megapixel units find their way into the next generation of handsets.

According to The Outdoor Recreation Economy report, more than 140 million Americans engage in outdoor activities each year, directly delivering $646 billion to the economy and supporting 6.1 million domestic jobs.

This new study reinforces what the outdoor industry has known for a long time ? outdoor recreation is a larger and more critical sector of the American economy than most people realize.

Highlight Facts from the Recreation Economy Report
The outdoor recreation economy is responsible for:
